First, complete the "Where Winds Return to Celestial Realms" quest. This exploration quest, situated in the Shores of Last Breath, involves combat challenges. While doable in one session, it's time-consuming. Completing this quest is crucial; the boss arena remains inaccessible until its completion.
Second, locate all Dream Patrols in the Shores of Last Breath. Completing them isn't necessary; simply discovering them and having them appear on your map suffices. Upon discovering all patrols, a message confirms Nightmare Tempest Mephis' appearance, making the boss accessible at the location shown in the image above.
