Tamao, a contraband dealer, operates openly. Skip the intel gathering and head to the Yamashiro region. In Kyoto, find Honpoji Temple (east side). Go west to locate Tamao in his brewery. The staff reveals he's hiding. Destroy the courtyard barrels to lure him out for a confrontation.
Merchant Kanta
Merchant Kanta, unlike others, isn't fully complicit. Find him in the Mouth of Seta, Omi region. Use the Observe mechanic to discover he's being coerced. Spare his life, and he'll join Imai Sokun's fleet.
Merchant Ginroku
Ginroku sells delicacies in Miyazu Bay (west Tamba). He's southwest of Miyazu Castle, across the bridge. Find a letter in nearby huts to let him escape, or eliminate him. His fate determines his future with House Imai.
